Waste Management Authority of the Western Province (WMA-WP) was established in 2005 under the western province waste management statute no 09 of 1999. Strengthening of the act was done in 2007 and currently, WMA-WP operates under the amended statute.
With a wide range of experiences from its inception, the WMA-WP has contributed greatly to the field of waste management as a facilitating agency. The WMA-WP has broadened its horizons by establishing “MIHISARU” Resource Management Centers to engage in waste processing sectors.
The Authority has a competent staff that is full of knowledge, experience, and expertise in their chosen fields. Hence, we further expanded our service by diversifying into various fields such as consultancy in the field of waste management, environmental service for waste disposal, conducting field research and developments, Training, and NVQ certification. "MIHISARU" wormi –compost is another diversified environmental product of the WMA-WP. Wormi –compost is the end-product of the breakdown of Organic matter by earthworms and it contains water-soluble nutrients and is an excellent, nutrient-rich organic fertilizer and soil conditioner. "MIHISARU" wormy compost is especially recommended for gardening and sustainable, organic farming. "MIHISARU" wormi compost is produced at "MIHISARU" Resource Management Centre, Salawa, Homagama. The compost is available in different pack sizes convenient to the end-users
WMA-WP is a Central Environmental Authority papered waste disposal institute. The purpose of this facility is to provide scientific and environmental- friendly methods to manage/dispose waste by government or private sector institutions. Depending on the nature of waste material, our technical staff will advise you on disposal of your garbage. Our method of waste disposal is scientific and standard. WMA-WP provides valid waste disposal certificate to the customer at the end of service.
As per the waste management rules No 01 of 2008 all institutions involved in waste management activities except local government Authorities come under the supervision of provincial councils and need to obtain a valid license to perform such services in the western province. We conduct special programs on training and awareness raising programs for people who are involved in waste management at different levels. All these programs are conducted by the “MIHISARU” Waste Management Field Research Training Centre (MWMFRC –center ) at Kesbewa. The center is registered under Tertiary And Vocational Education Commission (TVEC) with the no of P01/0948 and conducting applied and field research programs as well in house and field vocational training by offering various types of courses for multiple target groups at different levels vertically and horizontally in the waste management sector
We provide opportunities for conducting waste management related field research to those who are interested in doing research. This opportunity has been open for local and international interested parties. The newly established “MIHISARU” Waste Management Field Research Training Centre facilitate the above service. WMA –WP conducts special awareness programs on waste management for the general public and target groups. The awareness progress are conducted by the well experience technical staff of the WMA_WP. The target groups include schools, pre-schools, government institute, hospitals, sanitary workers, community etc.; We have special taler made awareness programs specially dosing for the above targeted groups. Further we can design and offer special awareness program base on the request of privet sector
“MIHISARU” Laboratory service is now available for our valid customers, those who are in need of getting test report on compost quality, water quality etc, and enabling them to acquire different standard certifications. The Laboratory service is available at “MIHISARU” Waste Management Field Research and Training Centre at kasebewa. The WMA-WP established Mihisaru Training and Research Centre in 2022 to address the long-standing absence of a systematic center in the field of waste management to carry out field research, training, and raising awareness among the public. The center is located in picturesque Karadiyana, Kesbewa in a three-storied building with all the modern amenities such as lecture halls, conference rooms, discussion halls, laboratories, libraries, canteens, and recreational facilities.
The primary objective of this initiative is to provide opportunities for training, research, and awareness programs to interested parties both local and foreign to engage in waste management projects.
The center offers its services to the Western Province, other provinces, and foreigners. The center is registered under the Tertiary and Vocational Education Commission (TVEC) and it conducts diploma certificate courses, seminars, NVQ courses, online training, video conferences, short-term courses, and on-the-job training programs.
The center has signed MOUs with reputed universities and research institutions to provide up-to-date and qualitative services to its stakeholders.
The third day of “Environment Week,” designated as the “Day for Raising Awareness on Environmental Cleanliness,” was marked by the Western Provincial Waste Management Authority on June 1, 2025, through a public awareness program at the household level and a clean-up campaign along both sides of the roads covering the respective areas.
On the second day of Environment Week, May 31, 2025, focusing on air pollution and minimizing its harmful effects, the Western Provincial Waste Management Authority, together with the Maharagama Pradeshiya Sabha and the Biyagama Pradeshiya Sabha, conducted two public awareness programs within their respective areas.
Coastal Zone Clean-up Program
In celebration of World Environment Day, a series of programs were organized under the guidance of the Honorable Governor of the Western Province.
Accordingly, the Western Provincial Council, together with the Western Provincial Waste Management Authority, organized a clean-up campaign under the theme “Coastal Zone Clean-up” on the 6th day of Environment Week, held in parallel with World Environment Day.
This program took place along the Dehiwala–Mount Lavinia coastal area.
In celebration of World Environment Day, under the guidance of the Honorable Governor of the Western Province, the Western Provincial Council and the Western Provincial Ministry of Local Government, together with the Western Provincial Waste Management Authority, organized a series of programs over the course of a week.
The final event of this program series, which was the main environmental day celebration of the Western Province, was held today at the Mihisaru Resource Management Center under the leadership of the Honorable Governor of the Western Province.
The event was attended by the Secretary of the Western Provincial Ministry of Local Government, the Chairperson and the Director of the Western Provincial Waste Management Authority, along with several officials from the Western Provincial Council.
A meeting held on the 18th, in line with the “A Clean Country – A Beautiful Life” program—jointly implemented by the Western Provincial Council and the Western Provincial Waste Management Authority to seek sustainable solutions for waste management—was successfully conducted at the Office of the Western Provincial Governor under the leadership of Honorable Governor Hanif Yusuf and the facilitation of Mr. Chathura Kahandawaarachchi, Chairperson of the Western Provincial Waste Management Authority.
As the Western Provincial Waste Management Authority, we have identified numerous waste management activities and initiatives undertaken by government institutions, private sector organizations, and non-governmental organizations (NGOs) within the waste management sector. While such efforts exist, there was a noticeable lack of a clear, unified vision for a sustainable and successful future. In response to this, the Chairperson of the Waste Management Authority introduced a transformative concept aimed at reshaping societal behavior toward waste management.
In line with “World Cleanup Day” on September 20, 2025, a major cleanup program was successfully conducted in the Thalapathpitiya area, organized jointly by the Western Provincial Council, the Waste Management Authority (Western Province), the Maharagama Urban Council, and several other government institutions.
The event was held under the patronage of Hon. Haniffa Yusuf, Governor of the Western Province, with the participation of Hon. Dewananda Suraveera, Member of Parliament for Colombo District, Hon. Saman Samarakoon, Chairman of the Maharagama Urban Council, Hon. Chathura Kahadawaarachchi, Chairman of the Waste Management Authority (Western Province), and the members of the Maharagama Urban Council, along with representatives and staff members from all supporting state institutions.
Like in many developing countries, Sri Lanka too faces numerous challenges and difficulties in urban solid waste management. In order to address this situation more effectively, attention has been directed towards the preparation of a comprehensive Urban Solid Waste Management Master Plan to ensure that municipal waste is collected, segregated, and disposed of in a safe, sustainable, and environmentally friendly manner.
Accordingly, taking into consideration the National Waste Management Policy approved by the Cabinet of Ministers on 1st October 2019, a project has been implemented under a Japan International Cooperation Agreement (JICA) to formulate the Western Province Urban Solid Waste Management Master Plan.

This is the pioneering Resource Management Centre established by the WMA-WP. It is located in a 37 acre land formerly used as an open dumping site for over 30 years and the WMA-WP acquired the land in 2010 and established this centre.
A large-scale compost yard which produces 2500 MT of compost per month, a waste transfer station and a controlled dump site are located here.
Mihisaru Resource Management Centre offers its services to more than 7 local government authorities in Colombo district covering a population of over one million.
Mihisaru Waste Management and Training Centre was established to provide opportunities for field research, development work and training in waste management for both local and foreign parties
This centre located in Nagoda, (Pohorawatte, Kalutara), produces 30 MT of compost daily using source segregated waste. It also has a waste transfer station which can dispose 20 MT of residual waste. The Centre provides its services to Kalutara and Beruwela Municipal and Provincial Councils
Yet another pioneering development project of the WMA-WP is the Mihisaru High-tech Infectious Waste Treatment Centre supervised by the highly qualified technical staff of the WMA-WP. The centre is situated at the Wathupitiwela base hospital with the approval of the CEA to carry out scheduled waste management. The incinerator runs with a daily capacity of 1 MT of infectious waste.
